2012 Bond update
12/22/2016This year has been the most eventful of the 8-year, $482 million 2012 PPS School Building Improvement Bond Program. In addition to seven summer improvement projects, construction is fully operational on the modernization of Franklin High School, and the rebuilding of Faubion PK-8. And in August, the first new complete buildings opened at Roosevelt High School with the additional new spaces phase slated to open in January 2017. By the start of 2017-18 school year a fully modernized Franklin, Roosevelt and rebuilt Faubion will open to students and staff. Additionally, next school year, construction will begin on the modernization of Grant High School, which will be completed by the fall of 2019. “Portland taxpayers can continue to see their tax money at work at the Franklin, Roosevelt and Faubion sites, and there’s significant behind the scenes work on the design of Grant,” Kevin Spellman, chair of the Citizens Bond Accountability Committee (BAC), told the School Board at a recent meeting. “We remain impressed by the quality and professionalism of PPS Office of School Modernization staff as well as the design and construction teams, and thank the Board for this opportunity to serve and play a small part in the continued success of your bond program.”
Summer Projects
In the summer of 2016-17, seven more summer improvement projects were completed, bringing the total number of schools receiving summer improvement bond work to 52. Cleveland H.S. and Sellwood M.S. each received new seismically strengthened roofs and accessibility work. Abernethy K-5 received a new seismically strengthened roof and some building-level seismic strengthening. Metropolitan Learning Center K-12 received some building-level seismic strengthening, accessibility improvements and science classroom improvements. Jefferson H.S. received some building level seismic strengthening and accessibility improvements. In addition, both Scott K-8 and Cesar Chavez K-8 received science classroom improvements and accessibility work, including new elevators that will open in 2017. At its peak, this summer’s bond work added thousands of dollars to the local economy and employed around 600 workers per day.
Roosevelt High School
In late August, Roosevelt High School students and staff inaugurated the first new high school buildings in the District in nearly 50 years. These buildings were part of the first phase of Roosevelt’s modernization, and included a new two-court main gymnasium, 33 general education classrooms plus several Career Technical Education (CTE) Classrooms and a weight room.
In early 2017 after winter break, several new and modernized spaces will become available at Roosevelt including the new auditorium, black box theater, band room, the journalism and writing center/digital media space and the commons / kitchen. The opening of these spaces completes Phase One of the Roosevelt project. Phase 2 will continue with the renovation of the historic 1921 building, slated to open for the start of the 2017-18 school year.
Franklin High School
At the 101-year-old Franklin High School campus, all of the new structures of the modernized Franklin have risen out of the ground and are moving toward completion. Nowhere is this more evident than in the new gym/biomedical/culinary arts building. The flooring for the new gym is complete and finishing touches are occurring in classrooms throughout the building.
At Franklin’s historic 1915 building, renovated classroom spaces are nearing completion and work will soon begin on the new entryway staircase. Great strides have also been made at the new performing arts building, the CTE/maker space and the new student center. Outside, the new grandstands with a new press box and bleacher seating areas have seemingly grown up overnight. The modernized Franklin will open at the start of the 2017-18 school year.
Faubion PK-8
More than half of the construction is now complete at the Faubion rebuild project. Brick exterior finishing on the outside is nearly done while interior infrastructure and framing is well underway. The Faubion rebuild remains on schedule and ready for Faubion staff and students to return to the revitalized school at the start of the 2017-18 school year. Grant High School
During the summer of 2017, construction will begin at Grant, the third and final high school to be modernized through the 2012 School Building Improvement Bond. The Grant renovation will be complete in time for the 2019-20 school year.
