Lobbying Registration

Applicability:  On September 9, 2025, the Board of Education of Portland Public Schools (“Board”) adopted a Lobbying Registration Policy (8.50-099-P) requiring that when an individual or entity engages with Portland Public Schools (“District”) Staff or Board members for more than five hours per calendar quarter for the  purposes of influencing policy or the award of expenditure contracts over $100,000, such individual or entity must register with the District.  For the purposes of this registration requirement, engagement includes emails, phone calls, text messages, meetings (in-person or virtual), or other outreach to District staff or Board members.


There are several exceptions to the lobbying registration requirement:

  • If the individual’s or entity’s engagement with District staff or Board members does not exceed and is not expected to exceed five hours in a calendar quarter, registration is not required.
  • Individuals or entities who are advocating for policies, expenditures, contracts or other decisions that would provide no direct financial benefit to the individual or entity do not need to register.
  • If the individual’s or entity’s engagement with the District is directly responsive to and in the course of a competitive procurement process initiated by the District (e.g., Request for Proposals, Invitation to Bid, or Quotes), no registration is required. 
  • Performing services under an existing contract with the District does not constitute engagement requiring registration. (However, lobbying for a new or additional contract or expanded scope of services does constitute engagement that may require registration.) 

Instructions:  Individuals or entities who are seeking to influence District policy or the award of contracts or expenditures over $100,000 and who are not exempted as stated above must complete the form below.  This form must be completed once for each calendar quarter in which the individual’s or entity’s engagement exceeds or is expected to exceed five hours.
