Portland Public Schools commissioned an independent equity audit of the SE Enrollment and Program Balancing initiative, commonly referred to as SEGC, to better understand how boundary changes, program relocations, enrollment shifts, and related transitions were experienced by students, families, school leaders, educators, and staff.

Report: The report examines both stakeholder experiences and patterns in student outcomes to identify lessons about equity, decision-making, communication, implementation, and support. Its findings are intended to inform future PPS decisions about enrollment balancing, boundary changes, program relocations, consolidations, and school closures in ways that are more equitable, transparent, and responsive to school communities.

School by School Analysis: The school-by-school analysis examines how SEGC-related changes were experienced and implemented within individual school communities. It highlights both common themes across impacted schools and the unique local conditions—such as enrollment, programs, leadership, staffing, facilities, and community relationships—that shaped each school’s experience.
