The work is being carried out in phases, beginning with engagement and learning, followed by scenario development, recommendations, and eventual decisions.

Study + Recommend: This phase includes continued stakeholder engagement and study as well as the incorporation of feedback from the community. During this phase, recommendations will be developed and presented by the Superintendent.
