External Research in Portland Public Schools

At Portland Public Schools, we welcome proposals from researchers who wish to conduct studies in the district, particularly when the studies are of high importance to PPS and the field of education. Due to the large number of requests for cooperation and district resources in optional research studies, we follow Administrative Directive 3.30.033.AD, which established the Research Review Committee and a formal proposal process for any research studies or data collection activities conducted in the district.

Guidelines for External Researchers

External researchers (e.g., anyone not currently employed at Portland Public Schools) must go through the Research Review process and be approved before beginning any studies in Portland Public Schools. At this time, Portland Public Schools is not accepting external research proposals unless they are sponsored by a district leader. When capacity limits change and proposals reopen, updated guidelines and intake cycles will be reflected directly on this hub.

Guidelines for PPS Employees

PPS staff members conducting research to complete coursework or graduate degree requirements are subject to formal district review guidelines under Administrative Directive 3.30.033-AD.

Proposals are reviewed three times per year by the Research Review Committee:
- October 1
- February 1
- May 1
Projects not directly connected to regular district job duties are classified as external studies and must be reviewed by the committee.

If a PPS staff member intends to conduct a short action research or self-reflection project as part of a graduate course requirement that is not a dissertation or capstone project, you might be eligible to complete a Coursework Non Disclosure Form. Contact research@pps.net for more information.
