Hardship Petition Transfer Guidance
A hardship petition is a request to transfer a student to a neighborhood school based on a verified hardship or extenuating circumstance that cannot be resolved at the student’s assigned school.
Per Administrative Directive 4.10.054-AD:
- Before a hardship petition is filed by the family, the family and school staff should discuss ways to resolve the concerns and help the student and the family recommit to the enrolled school.
- Petitions for the next school year are submitted directly by the family through the Hardship Petition Transfer application in Parentvue.
- After the start of the school year, families work with their current PPS school staff, who submit the mid-year petition request.
- When a family requests a transfer for health reasons, safety reasons or an urgent family situation the ETC will expedite the process.
- ETC staff may seek input from the principal and/or other staff at the student’s assigned school before deciding whether a family has presented a valid reason for transfer.
- Requests with valid transfer reasons may result in waitlisting or denial if space is not available at the requested school(s).
- Petitions denied due to invalid reasons or lack of space may be appealed to the Office of School Performance.

Hardship Reasons

- Attend school with a sibling
- Separate from peers at the current school
- Remain with peers
- Programming not available at forecast school
- Student Well-being
- Attend a different school due to proximity to home, childcare, parent’s work, medical facilities, or sibling’s school.
