Funded Programs

The mission of the Portland Public Schools State & Federal Programs Department is to address the opportunity gap and empower our historically underserved students and families by providing additional educational supports, culturally specific support, advocacy, and connections to resources. 

The PPS State & Federal Programs Department is responsible for many of the Federal “categorical” dollars allocated by the Oregon Department of Education, the most well known being Title I. These funds are intended to supplement instructional efforts of a school district and should never “supplant" the core instruction.   Federal Title funding is also intended to provide extra educational services to support students who are historically underserved. This includes English Learners, Native or Migrant students,  students who are living in poverty, neglected and delinquent, and/or students experiencing homelessness.

State & Federal Programs Department include the following:

• Title I-A - Support for students and families in poverty
• Title I-C - Support for our children and families who do migrant work
• Title I-D - Support for our children who are neglected and delinquent
• Title II-A - Support for ensuring educator effectiveness for our historically underserved students
• Title IV-A - Support for providing a well rounded education for all students
• McKinney-Vento- Support for children experiencing homelessness
• ESSA (TSI/CSI) - Targeted Support and Improvement and Comprehensive Support and Improvement for underperforming student groups
• SIA - Support to improve outcomes and reduce disparities in mental and behavioral health, academic achievement, well-rounded education, and equitable access to learning time and supportive relationships

Because these funds are intended to supplement—not supplant—core educational services, the State and Federal Programs Department partners closely with , The Office of Educational Services, Professional Learning, the Office of School Performance, Finance and Grant Accounting, and other district departments to strategically align investments, strengthen district priorities, and ensure all activities are implemented in accordance with federal requirements and allowability guidelines.
