Division 22
What is Division 22?
Complaints received by the district are only considered Division 22 Complaints if they meet specific criteria determined by the Oregon Department of Education (see: ODE Division 22 Standards). Complainants may not file a complaint on behalf of another person or student for whom they are not the parent or guardian.
Examples of Division 22 Complaint Topics
Some examples of Division 22 complaint topics include, but are not limited to:
- Instructional standards and practices
- Curriculum
- Testing policies
- Equitable educational opportunities
- Restraint and seclusion
- Bias in education
- Compliance with state standards
Resolving Division 22 Complaints

Where to Send Division 22 Complaints
Division 22 complaints can be reported in many ways, though the preferred ways to submit Division 22 concerns are:
- By completing the Unified Formal Complaint form
- Emailing the PPS Complaint Coordinator at complaintcoordinator@pps.net
