The Portland Public Schools (PPS) Office for Civil Rights provides a variety of tools and resources to support students, families, and staff in creating safe, respectful, and inclusive learning environments.

These materials are designed to help everyone in our community understand their rights, responsibilities, and the processes in place to address discrimination, harassment, or other civil rights concerns.

Each document or guide below plays a role in ensuring that PPS responds effectively, fairly, and compassionately when concerns arise — while also supporting prevention, education, and collaboration across schools.

Every student at Portland Public Schools (PPS) deserves to feel safe, respected, and supported. The Office for Civil Rights is here to help you understand your rights, find support, and speak up if something doesn’t feel right.

Whether you’re facing discrimination, bullying, or just need help understanding what to do next — you’re not alone. We’re here to listen, guide, and protect your right to learn in a positive and inclusive environment.

 

If Something Happens, Speak Up

If you ever experience or witness:

• Bullying, harassment, or intimidation
• Discrimination based on race, gender, disability, or identity
• Unwanted touching, sexual harassment, or unsafe behavior
• Retaliation for reporting something
  👉 Tell a trusted adult right away.
   

You can talk to:

• A teacher or counselor
• Your principal or assistant principal
• Or contact the Office for Civil Rights directly at civilrights@pps.net

You can also make a report anonymously by submitting a Unified Complaint Form submission here.

 

Know Your Rights

You have the right to:

• Learn in a school free from discrimination or harassment
• Be treated fairly no matter your race, gender, ability, or background
• Use your voice and report problems without fear of retaliation
• Get help if you are being bullied or discriminated against
• Access accommodations if you have a disability

Support and Accommodations

If you have a disability, you may qualify for a 504 Plan that gives you the tools and support you need to succeed — such as extra time on tests, assistive technology, or other classroom supports. Talk to your school counselor or 504 coordinator to learn more, or visit the Section 504 Homepage for resources and forms.

If you experience a barrier to participating in school activities because of your disability, please contact the Office for Civil Rights — we can help.

 

When to Reach Out to the Office for Civil Rights

You can contact us if:

• You feel unsafe or treated unfairly
• Someone discriminates against you for who you are
• You’ve reported something and don’t feel heard or supported
• You want to learn about your rights or how to help a friend
