Real Estate, Infrastructure and School Enhancement (RISE)

Real Estate, Infrastructure and School Enhancement (RISE) serves as PPS’s unified capital projects department, including:

• Bond-funded project and construction management
• Facilities project and construction management
• Real estate and property management
• Furniture and Moves
• Civic Use of Buildings

The RISE mission is to provide strategic stewardship of district facilities and assets by delivering safe, modern and equitable learning environments. We seek to ensure that every capital improvement decision supports student success and long-term community value. 

Owner Representation and Program Management

Following the passage of the 2025 Bond, Portland Public Schools hired PROCEDEO as owner’s representative to provide program management services, executive leadership and day-to-day oversight of the bond program. Owners representatives are a third party hired to manage and execute construction projects on behalf of the PPS. 

PROCEDEO is responsible for the completion of the projects within the $1.83B bond program budget. The PROCEDEO team manages each stage of a project by collaborating with PPS to deliver projects safely, on schedule, under budget and with the highest level of quality. As owner representatives, the PROCEDEO team helps with:

• Design and construction procurement
• Cost analysis and establishment of budget controls
• Overall program schedule establishment, management and controls
• Construction oversight
• Closeout and facility maintenance training

PROCEDEO assists PPS in making decisions in the best interest of the students and community, and supports Board of Education (BOE), Facility Oversight Committee (FIO), Bond Accountability Committee (BAC) and community expectations.
