Section 504
No otherwise qualified individual with disabilities in the United States…shall solely by reason of his/her disability, be excluded from the participation in, be denied the benefits of, or subjected to discrimination under any program or activity receiving federal financial assistance . . . . " 29 USC Sec. 704.
Section 504 of the Rehabilitation Act of 1973 is a federal civil rights statute that prohibits discrimination against persons with disabilities. Section 504 applies to recipients of federal funds, including public schools. The Americans with Disabilities Act of 1990 (ADA) extends the protections of Section 504 without regard to federal funding. The ADA also applies to public schools.
The Section 504 regulations require school districts to provide a free appropriate public education to students with disabilities. A 504 planning team decides what supports a student with disabilities needs to "level the playing field" so the student can access educational opportunities.

PPS 504 Manual: A Professional Guide for Staff, Open to Our Community
This manual is the primary technical resource for Portland Public Schools staff, providing the procedures and step-by-step directions necessary to support students with disabilities. While its primary purpose is to ensure our employees understand and implement the protections of Section 504 with consistency and integrity, we believe transparency is vital.
We make this full manual available to parents, students, and the public to ensure everyone has access to the same high-level overview of the 504 process and our district’s obligations.
Looking for a Parent-Specific Resource? If you are a family member looking for a simplified overview of the 504 process and your child’s rights, we recommend starting with the 504 Parent Guide.
