Physical Restraint and Seclusion
PPS continues to use the Nonviolent Crisis Intervention (NCI) program, developed by the Crisis Prevention Institute. These rules apply to ALL students for ANY use of physical restraint or seclusion implemented by school personnel. Please see Learning Campus for NCI training opportunities.
Incident Report and Debrief Report
The Incident Report and Debrief Report are required by state regulation and district policy for any use of physical restraint or in a Portland public school. Both reports must be completed for each use of physical restraint or seclusion of a student. For more information see the:

Administrative Approval Form (PDF Fillable) If a physical restraint or seclusion by school staff lasts for more than 30 minutes, every15 minutes after the first 30 minutes a building or special education administrator must provide written authorization for the continuation of the physical restraint or seclusion and provide the reason for the continuation.

School Search & Seizure
To maintain order and discipline in the school and to protect the safety and welfare of students and school personnel, school authorities may search a student, student use areas, student lockers or student automobiles under the circumstances outlined below and may seize any illegal, unauthorized, or contraband materials discovered in the search.
The Principal or another staff person designated by the Principal may request authorization for a search or conduct an emergency search when a threat to staff or students is deemed imminent.
When a Search & Seizure is performed, a report form must be filled out.
