    What is ESSA  and TSI/CSI?

    Under the Every Student Succeeds Act (ESSA), Oregon identifies schools in need of additional support to ensure all students succeed. These schools are designated as:

    • TSI (Targeted Support and Improvement): Schools with consistently underperforming student groups.
    • CSI (Comprehensive Support and Improvement): Schools performing in the lowest 5% statewide or with graduation rates below 67%.

    ESSA TSI/CSI designations help focus resources and strategies on improving outcomes for historically underserved students.

    What Are ESSA /Federal School Improvement (FSI) Funds?


    Federal School Improvement Funds  (ESSA Funds) are allocated to support TSI and CSI-designated schools. These funds help schools implement evidence-based strategies that improve academic achievement, strengthen family engagement, address attendance and graduation rates, and close opportunity gaps. The goal is to create sustainable systems that ensure all students—especially those furthest from opportunity have access to a high-quality education.
