    The School District No. 1 Health and Welfare Trust has worked with Portland Public Schools (PPS) and your bargaining group for more than four decades to provide group health and welfare benefits to active employees, substitutes, and retirees of PPS who are members of the Portland Association of Teachers (PAT), Portland Federation of School Professionals (PFSP), District Council of Unions (DCU), and Amalgamated Transit Union (ATU) bargaining groups.

    How to enrollOnline Enrollment Instructions. You can now enroll online from a home computer with Two-Step Authentication
    Note: Initial set up must be done while on the PPS network -- at a PPS school or office. If using wifi, use the secure "pps-wifi" not "pps-wifi-guest." If you are not able to access the online enrollment event, due to office closures during the Covid-19 pandemic, please contact our office for a fillable enrollment form at benefits@pps.net.

     

    If you do not have access to Employee Self-Service (ESS) from a home computer, you may complete a fillable PDF enrollment form. Please find the correct form for your bargaining group on our Trust Enrollment Form web page (LINK).

    District Paid Benefits

    Group Term Life/AD&D | The Standard Group Policy Number: 750971-A

    PAT:

    Full-time and part-time PAT employees are automatically enrolled in a District-paid $50,000 term life insurance policy and a District-paid $50,000 accidental death and dismemberment (AD&D) insurance policy. We strongly encourage you to add/designate your beneficiary(ies) at the time you enroll.

    PFSP, ATU, and DCU:

    Full-time PFSP, ATU, and DCU employees enrolled in a medical plan, and only PFSP part-time employees enrolled in an Option 1 medical plan, are automatically enrolled in a $30,000 term life insurance policy and a $30,000 accidental death and dismemberment (AD&D) insurance policy. We strongly encourage you to add/designate your beneficiary(ies) at the time you enroll. Part-time PFSP employees enrolled in an Option 2 medical plan do not have this benefit.

    Employee Assistance Program (EAP): provides services to help people privately resolve problems that may interfere with work, family, and life. For a complete list of services or to access services online go to www.MyRBH.com - access code: OEBB, Company ID for Wellness Works Portal 10607. You can also access services by calling 866-750-1327. This benefit is available to anyone living in your household whether enrolled in your medical insurance or not.

    Employee Paid Benefits


    Flexible Spending Account (FSA): is a way for you to save income taxes when paying for eligible Health Care or Dependent Care expenses. FSA is a use it or lose it plan. Amounts not used by the plan year-end will be forfeited to the plan. Employees must re-enroll at open enrollment each year to continue participation for the next plan year.

    Long Term Disability:

    All full-time PAT, PFSP, ATU, and DCU employees, part-time PAT employees, and those part-time PFSP employees enrolled in an Option 1 health plan are automatically enrolled in mandatory self pay Long-Term Disability insurance. This is a salary replacement policy for an injury or illness sustained off the job. Following a 90-day waiting period, benefits are payable at the rate of 60% of the employee’s earnings prior to the disability, up to a maximum of $6,000 per month. Benefits are non-taxable.

    Employees pay the full cost of the LTD insurance on an after-tax basis.

    Optional Life: Employees may purchase additional term life insurance for themselves and spouse/domestic partner on a self-pay basis. The benefit values range from $10,000 to $500,000, in increments of $10,000.

    Retirement Planning - PERS and 403(b)

    OPSRP- Oregon Public Services Retirement Plan (formerly PERS): Membership is established after completion of a six (6) month waiting period for employees who work at least 600 hours per year and requires a mandatory employee contribution of 6% of gross salary on a pre-tax basis. If you are an existing Oregon PERS member, your mandatory contributions begin immediately.

    403(b): is a voluntary supplemental retirement savings program offered under section 403(b) of the Internal Revenue Code and is called the Tax-Sheltered Annuity Plan ("TSA Plan"). This is an employee funded plan and there is no district match.

    Enrollment (within 31 days)

    New hires and employees with job changes will receive an email with next steps for benefits enrollment once their employment is fully processed. You have 31 calendar days to enroll from the date of receipt of our intial notification email (we will follow up with several reminders as well). However, to be certain that monthly premiums are taken in a timely manner and enrollment/insurance cards can be set up at the insurance carriers ASAP for benefits beginning the 1st of the next month, you should try to submit your enrollment by the 20th of the month.
